The Constitution

Article I - Name

The name of this organization shall be the University of Pennsylvania Student Chapter of the American Institute of Chemical Engineers.

Article II - Objectives

The objectives of this chapter shall be:

  • To promote the professional development of its members through its programs and by facilitating networking opportunities with professionals, other Student Chapters, and with the parent body, the American Institute of Chemical Engineers
  • To contribute to the development of the chemical engineering community at the University of Pennsylvania through activities involving the faculty and student members

Article III - Membership

Any student enrolled in the Chemical and Biomolecular Engineering department at the University of Pennsylvania shall be eligible for membership. Students enrolled in related engineering or scientific courses may be declared eligible for membership by a simple majority vote of the chapter members. Such a vote shall be conducted in a case by case basis.

Article IV - Officers

To direct the activities of the chapter, the following officers shall serve for the entire school year:

  • President
  • Vice President of Internal Affairs
  • Vice President of External Affairs
  • Treasurer
  • Secretary
  • Marketing Chair
  • Chem-E-Car Chair
  • Class Representatives
  • Webmaster

The President and Vice Presidents shall have served as officers for at least one complete term before being elected. In addition, the Treasurer shall have held a chapter membership for at least one complete school year before being elected.

Article V - Election of Officers

Elections for the following school year of the officers listed in Article IV shall take place no later than the next to the last meeting of each school year.

Nomination for President shall be by written ballot. Those officers seeking the President position, given they fulfill the minimum requirement stated in Article IV, may nominate themselves at least one meeting before the elections and prepare a 3-5 minute speech on their plan to lead the chapter if they were elected. This speech shall be given to the rest of the board on the determined election day. Then, excluding the candidates vying for positions, the rest of the board can debate those candidates to be elected, with each board member having a single vote. Whoever gets the majority of votes will be the elected President. The remaining officers may nominate between themselves for the remaining available positions provided they have fulfilled the position requirements. They shall be elected by the procedure explained above in the order in which they are listed in Article IV.

Freshmen representatives shall be elected each year in October on a date appointed by the current officer board.

All other committees shall be appointed by the President.

Any vacancies in officers which should occur before the end of the school year shall be filled by means of a special election conducted in the manner specified previously.

Article VI - Amendments to the Constitution

Amendments to the Constitution may be proposed at any regular meeting by any member of the chapter.

Adoption of an amendment shall be by three-fourths vote of all members attending a later regular meeting, provided that such three-fourths majority shall include at least half the members of the chapter.

Article VII - Custody of the Constitution and Bylaws

One copy of the Constitution and Bylaws shall be in the possession of the President of the Chapter.

One copy of the Constitution and Bylaws shall be in the possession of the Advisor of the Chapter.

One copy of the Constitution and Bylaws shall be possessed by the Staff Associate, Student Activities, and the American Institute of Chemical Engineers as the permanent files of the Institute.

Each of the aforementioned officers shall promptly deliver his/her copy to his/her successor.

Chapter Bylaws

Article I - Procedure

The conduct of each meeting shall conform to a generally recognized Rules of Order procedure, the following being hereby adopted:

Article II - Duties of Officers

The President shall be the chief executive officer of the chapter and shall preside over all chapter meetings and activities. He/She will be responsible of keeping an agenda for all events, open to be read by all officers, and effectively delegate all necessary duties for the performance of such events. He/She will be the first one responsible for representing the chapter board in front of the University administration and the National and Regional AIChE chapters.

The Vice President of Internal Affairs shall assist the President in the performance of his/her duties and shall be in charge of helping organize chapter meetings, and social events and shall act as a liaison between the board and University administration if the President so requires. The Vice President of Internal Affairs shall be the one responsible for presiding the executive board meeting in the absence of the President.

The Vice President of External Affairs shall assist the President in the performance of his/her duties and shall be in charge of organizing all chapter outings and interactions with non-University entities. He/She shall act as a liaison between the board and the National and Regional AIChE if the President so requires.

The Treasurer shall manage the finances of the chapter. He/She shall keep adequate financial records and permit their inspection by another officer of the chapter or by the Advisor upon request. Upon request of the President, he/she shall present an oral financial report at any meeting of the chapter. He/She shall present a complete and final written report at the last meeting of each school year, and at that time he/she shall deliver to his/her successor all chapter records, chapter funds in his/her possession, and hand over control of all the chapter’s financial records. He/She shall preside at meetings of the chapter in the absence of the President and Vice Presidents.

The Secretary shall keep a record of all meetings in parliamentary form. He/She shall preserve all papers relating to the affairs of the chapter and deliver the same promptly to his or her elected successor. The Secretary shall prepare, obtain the written approval of the President for, and promptly submit all formal or informal reports requested by the Chapter Advisor or the officers of the Student Chapters Committee.

The Marketing Chair can be viewed as a mix of a Professional Development and Public Relations Chair. He/She serves as the point person in charge of marketing events, ensuring there is ample attendance, and working with the Treasurer and ESAC to make sure food and other supplies needed are available for use by the club for events. He or she is also responsible of overseeing AIChE’s official social media sites. The marketing chair should communicate with board members to advertise all events and activities to the Penn student body. The chair is responsible for designing, printing, and distributing flyers for said events. In addition, the marketing chair should set up Facebook events for any affairs hosted by AIChE as well as other advertising on any relevant social pages. He/She should be able to communicate effectively with appropriate departments and organizations in order to improve the attendance as well as overall quality of each event. The marketing chair will draft emails to all members responsible for making class announcements and should ensure a satisfying attendance for each AIChE event.

The Chem-E-Car Chair(s), consisting of no more than two elected students, shall organize the Chem-E-Car team, direct the construction of the Chem-E-Car, and guide the Chem-E-Car team in competition.The Chem-E Car competition is held nationally by the American Institute of Chemical Engineers, and consists of teams from various schools competing against each other. The premise of the competition is to create a miniature car powered by a chemical reaction that can move a specified distance. The Chem-E Car Chair(s) are responsible for leading Penn’s team.

The Webmaster shall maintain and update the chapter's online presence in the official Penn AIChE website.

The Class Representatives shall act as liaisons between the board and their respective classes. They are responsible for personally giving all Penn AIChE announcements and invitations to their respective classes, as well as encouraging a unified community between all the class members. The representatives shall also help to maintain any program that pertains to their respective classes.

All officers, when not charged with completing a specific assignment, shall aid their fellow officers in the completion of other assignments.

Article III - Dues

There shall be no dues for membership in the chapter.

Article IV - Assessments

Assessments for any specific purpose may be levied by a two-thirds vote of the members, attending any regular meeting of the chapter, provided such two-thirds majority shall include at least one-third of the members of the chapter.

Article V - Amendments to the Bylaws

Amendments to the Bylaws shall be proposed and adopted by the procedure specified in Article VI of the Constitution.
