IRUSA Constitution

Article I The Name of this organization shall be the International Relations Undergraduate Student Association
Article II The Purpose of this organization is Threefold:
Section A To facilitate, plan, and organize activities that promote the study of International Relations at the University of Pennsylvania;
Section B To sponsor activities that will create an atmosphere on campus conducive to providing opportunities for students interested in International Relations to come together to share ideas and interests;
Section C To serve as a liaison between the administration and faculty and the members of IRUSA;
Article III An Executive Committee shall run IRUSA. The number of people on this committee is limited only to the interest of students running the organization.
Section A Positions on the Executive Committee shall be as follows:
subsection 1 There shall be a President and Vice President who shall convene Executive Committee meetings and plan the agendas for said meetings;
subsection 2 There shall be a Treasurer/SAC representative in charge of fulfilling SAC duties and planning the budget;
subsection 3 There shall be a Secretary responsible for taking minutes at both executive and general meetings;
subsection 4 There shall be two (2) alternate SAC representatives who shall assist the Treasurer/SAC representative with his/her responsibilities;
subsection 5 There shall be chairs who shall administer and represent special project committees. Each special project committee shall have one vote at Executive Committee meetings.
Section A A majority vote of the Executive Committee is necessary to remove an officer who has been deemed derelict of his/her duties.
Section B To qualify to be on the Executive Committee or serve as an officer, one need only be a member of IRUSA.
Section C To qualify to be on the Executive Committee or serve as an officer, one need only be a member of IRUSA.
Section D There shall be a permanent faculty advisor who shall vote at Executive Committee meetings in the event of a deadlock.
Section E Any member of the executive committee shall have the right to call on the advisor to settle an irreconcilable issue and his decision will rule. NOTE: this clause is temporary and shall be reviewed. at the first executive meeting of Spring 2000.
Article IV Elections for officers are to be held during the first weeks of September. Elections are to be governed by members of the Executive Committee, and a simple majority is necessary for election. Members interested in serving on the Executive Committee may join at any time.
Article V Membership in IRUSA is conferred upon a student upon his/her admittance to the Major. Membership is also open to all undergraduate students interested in International Relations.
Article VI General organizational Meetings shall be held at the beginning of each semester. Meetings are held to announce a schedule of events for the semester and to discuss issues pertinent to the field of International Relations. Periodic meetings to plan and organize activities shall be called by the executive committee.
Article VII Amendments and by-laws may be proposed by any member of IRUSA and may be approved by a simple majority of the Executive Committee.
Article VIII This constitution shall be ratified by a majority vote of the Executive Committee after having been read at a general meeting of the organization.
Ratified This Constitution was ratified by a unanimous vote on Tuesday, March 30, 1999 at 8:00 PM in the Upper Lobby of High Rise East Dormitory, University of Pennsylvania.
