University Council

Penn Undergraduates hold 16 seats on University Council. One seat is reserved for the Chair of the United Minorities Council. Eight seats are allocated to the Undergraduate Assembly: the President, Vice President, and Speaker and the top vote-getter of each UA constituency (Freshmen, College, Wharton, SEAS, Nursing). The seven remaining seats are allocated to student representatives of mis/underrepresented student organizations by the NEC. You can find out more information about the University Council here.

Applications for seats are only open to misrepresented or underrepresented constituencies, and the interview process is held only in the Spring of each academic year. The current application is available below, and is updated each spring with additional information.

The NEC uses our UC Seat Allocation Procedure, passed in 2005 and most recently amended on October 24, 2011. The procedure is outlined within the application which can be found by clicking here.
