Constitution

Membership

While any member of the University of Pennsylvania is eligible and welcome to attend any function organized by Rangoli, the decision making powers of the organization rest solely with the members. These decision making powers can be expressed in the following two manners only

  • The right to stand for office in the Rangoli executive.
  • The right to participate in voting for the Rangoli executive.
  • The right to vote in GBMs for impeachment or constitutional amendments.
  • Besides these, the Rangoli members shall have no additional privileges.
Registration

  • To become a member, a person will have to communicate to any Rangoli executive member to be registered as a Rangoli member. It is the duty of all Rangoli executive members to acknowledge such requests promptly. The sole criterion for becoming a member is the membership of the University of Pennsylvania. Membership can not be refused or delayed on any other grounds.
  • It is the responsibility of the Rangoli executive to broaden the membership of the organization, especially by registering incoming Indian graduate students at the beginning of each academic year.

Non-Discrimination Policy

No student, faculty, or staff member of the University shall be denied membership in the organization solely on the basis of his/her formal status with the University. No one shall be denied membership on the basis of his or her sex, race, creed, color, religion, political beliefs, or sexual preference.

Elections
Eligibility for Voting

All Rangoli members registered at least three months prior to the election date are eligible to vote and stand for any office.

Eligibility for Office

  • No person will be allowed to stand for the same post twice.
  • No person will be allowed to be a member of the Rangoli executive for more than two sessions.
  • No person who has been previously dismissed or resigned from a Rangoli executive post will be allowed to stand for election.
  • In a given election, a person can stand for a maximum of two posts simultaneously. If doing so, he/she will have to publicly state as to which post will he/she retain if he/she wins both.

Apportionment Policy

The executive board positions shall be apportioned among the graduate and professional schools as follows for the year 2013-2014

  1. The School of Engineering and Applied Sciences shall have four professional student representatives and one research student representative.
  2. The School of Design shall have one professional student representative.
  3. The School of Arts and Sciences shall have one professional student representative.
  4. The School of Law shall have one professional student representative.

Electoral Procedure

All executive members will be elected through elections held in January (after the beginning of the spring semester) of each year. A team of 2 voluntary election commissioners who will be elected by the outgoing executive will conduct the elections. Both of these commissioners should be members of Rangoli but not members of the outgoing executive. The election commissioners must not stand for elections, and are not eligible to be nominated to any post in the forthcoming session for which they shall conduct the elections.

In case of a tie the Rangoli Board members will vote for the candidate.

The electoral process will consist of the following stages in the given chronological order

  1. Announcement of the Election Schedule
  2. Last Date for filing in nominations & public declaration of nominations filed
  3. Last date for withdrawal of nominations & public declaration of the final contestants
  4. Soap Box
  5. Voting
  6. Declaration of Final Results
  7. Official takeover of the new executive body

Executive Posts

The Rangoli executive body will be a democratically elected body of Rangoli members who will take care of the administrative aspects of running the organization. The executive will consist of the following 9 offices:

  1. President
  2. Vice President
  3. Treasurer
  4. Joint Treasurer
  5. Secretary of Cultural and Social Affairs
  6. Administrator of Web and Email Services
  7. Secretary of Marketing Affairs
  8. Public Relations Officer
  9. GAPSA Student Associate

Office
Terms of Office

(Effective from fiscal 2014-2015) The term of office for the executive members would last a maximum of one year until the members of following executive board are elected in April.

Decision Making

The Executive Body Meetings shall be the only forums for decision-making.

  • All decisions shall be taken by either a consensus amidst the executive or, failing consensus, by a majority vote of the members present. All 6 members of the executive body will have equal decision making powers.
  • The President will act as a representative and liaison between Rangoli and any external body. Any decision taken by him/her in this regard will require the prior backing of the executive.
  • The treasurer will be in-charge of administering the financial transactions of the organization. Any decision taken by him/her in this regard will require the prior backing of the executive.
  • Any decision taken earlier can be subsequently overruled by the majority vote of the executive body.
  • The executive members will be responsible for ensuring that the organization follows all University regulations.

Constitutional Amendment

  • The amendment to the Rangoli constitution will require the written approval of at least two-third of the executive members.
  • Any amendment will have to be approved by a majority vote of the Rangoli GBM within two months of the executive passing the amendment.

Meetings

  • It is obligatory for the Rangoli executive to hold an Executive Body Meeting at least once every month while the University is in session. Only the executive members and any special invitees (approved in-prior by at least a simple majority of the executive body) will be allowed to attend. All these meetings shall be held at a prearranged time and venue (and for a prearranged duration) announced at the beginning of each semester, decided as per the convenience of all executive members. No minimum quorum is required for the regularly scheduled Executive Body Meeting.
  • It is obligatory for the Rangoli executive to call a General Body Meeting at least once every two-months in which all members of the University of Pennsylvania will be free to attend and ask the executive any questions regarding the running of Rangoli and give their suggestions/feedback regarding the same. All these meetings shall be held at a prearranged time and venue (and for a prearranged duration) announced at the beginning of each semester.
  • Besides these, the Rangoli executive can call any ad-hoc executive meetings or general body meetings. For calling such meetings, the approval of a simple majority of the executive members will be required. A quorum of at least two-third of the executive body shall be required for any such ad-hoc meeting.
  • Under exceptional circumstances, the duration of meetings may be extended by the approval of the two-third majority of the executive members present.
  • The responsibility of conducting, holding and officiating all meetings shall be shared equitably by all the members of the executive body.
  • In no condition will any person, other than the Rangoli executive, be allowed to cast any vote in either of the meetings.

Required Attendance

  • If any executive member misses more than three meetings in total, the executive will have the right to warn him/her or to dismiss him/her from the executive. If any executive member misses more than five meeting in total, he/she will be automatically dismissed from the Rangoli executive.
  • Absence at ad-hoc meetings not held due to lack of quorum shall also be treated as an absence from a meeting.
  • Once dismissed, a person will not be eligible to hold any office in the Rangoli executive in the future, either through election or through nomination.

Records & Accounts

  • It is the responsibility of the President to ensure that all important decisions made by the Rangoli executive are recorded and made public.
  • It is the responsibility of the Treasurer to ensure that all the financial records are duly kept. The treasurer is obliged to present the financial records to the executive members at least once every month, and to the General Body Meeting at least once every two months.

Resignation

  • All members of the executive body are free to resign from their office at any time.
  • Once having resigned, a person will not be eligible to hold any office in the Rangoli executive in the future, either through election or through nomination.

Impeachment

  • An executive body member can be impeached for activities unbecoming of the office that he/she occupies.
  • To impeach an executive member, a written statement of charges signed by at least a third of the active registered members (who have been registered for at least 3 months) of the organization has to be submitted to the executive body. A General Body Meeting will have to be called within 10 days of the submission of such a statement. If, after discussion, the attendees of that meeting approve the dismissal of the member by at least a two-third majority, the member shall stand dismissed via impeachment.

Dismissal

  • No member of the Rangoli executive can be dismissed from office except for lack of attendance (as explained previously)or unless he/she has been found to be unfit after impeachment.
  • Once having been dismissed, a person will not be eligible to hold any office in the Rangoli executive in the future, either through election or through nomination.
  • The executive member will be automatically relieved of his/her office if he/she no longer is a member of the University of Pennsylvania.

Amendments
Term of Office: Change in Election Date

From the fiscal year of 2014-2015, the term of office for the executive members would last a maximum of one year until the members of following executive board are elected in April.

Executive Posts: GAPSA Student Associate

From the fiscal year of 2014-2015, another representative would be executive board who would be appointed through general election. This board member, GAPSA Student Associate would represent Rangoli in the weekly GAPSA meetings and efficiently communicate the events planned by the organization to direct funds and generate interest and participation at the various events.

Tie in Election

In the event of a tie during the electoral process of board members, the previous board member of the tied position will vote along with the newly elected board members to resolve the tie.

Bylaw

Rangoli will form a General Assembly with 5 members. In the beginning of every term year, the board will choose five board positions that they decide will encompass the most amount of work. Applications for those five positions will be posted online on the Rangoli Facebook page where interested members of Rangoli will apply for the positions. After reading through applications, the members of the board holding the position for which applications were opened will choose their candidate to help them with duties through out the year.
